Examinations
Examinations are the bedrock of the Office of the State Auditor (OSA). Audits, investigations, and legal compliance work ensure that the solutions we create in our communities are implemented as promised. Auditor Blaha is committed to using examinations to build the fiscal integrity and public trust in cities, towns, counties, and school districts.
Accomplishments:
Prevented over $549 million in budget errors through audits.
Found over $4 million in local government fraud and assisted law enforcement in the prosecution of wrongdoers.
Brought over $23 million in tax increment finance funds into compliance.
Increased oversight by over $20 billion by taking over the audit of statewide federal funds in 2022.
Laid the funding and legislative groundwork to rebuild the OSA’s expertise in school auditing.
Support
The Office of the State Auditor (OSA) provides tools, training, and direct support so local government officials and residents can work together efficiently and effectively. In addition, the auditor serves on boards that oversee billions in Minnesota investments.
Auditor Blaha is committed to using examinations to not only find fraud, waste, and abuse, but also build effective local governments where neighbors can come together to create solutions for their own communities.
Accomplishments:
Rebuilt relationships with local government officials by traveling across the state and meeting people where they live.
Helped increase the funds that support public pensions by over $30 billion as a member of the State Board of Investment.
Supported housing stability as a member of the board of Minnesota Housing, which extends nearly $2 billion in housing resources to over 90,000 households annually.
Protected the retirement benefits of over 440,000 Minnesota public employees as a member of the Public Employee Retirement Association (PERA).
Aided local agricultural economies as a member of the Minnesota Rural Finance Authority, which manages $368 million in assets used for low interest loans for farmers.
Updated communications tools to ensure Minnesotans can access and understand OSA data including the first website update in 15 years and expanding access for Minnesotans with disabilities that involve print and internet navigation.
Analysis
The Office of the State Auditor (OSA) is responsible for compiling and sharing government data clearly and in context so Minnesotans can make decisions in their communities based on facts. Auditor Blaha is committed to bringing Minnesotans together by providing data that can start discussions with agreement and trust. At the same time, Auditor Blaha is committed to protecting local resident’s freedom to make their own decisions by ensuring the data is fair and complete.
Accomplishments:
Increased the reach of OSA reports by reviving press conferences and sharing reports with community groups.
Created the “State of Main Street” program that brings Minnesotans together to analyze local government trends and advise local leaders and elected officials on strengthening cities, counties, and townships.
Updated the OSA infrastructure tool that helps city planners evaluate and compare their water resources in their communities.
Used our forfeiture data to help pass the bipartisan reform of civil asset forfeiture laws to be more fair to low income Minnesotans.
Used our pension data to help pass the Hometown Heroes Assistance Program (HHAP), which funds access to the education, prevention and care needed to handle a cardiac, emotional trauma or cancer diagnosis for Minnesota firefighters.
Transparency
Local governments in Minnesota deal with a wide range of issues, so government finance is connected to a wide range of issues as well. Because of that, Minnesotans need an auditor that will be open about their positions on a wide range of issues.

Data
Auditor Blaha is committed to sharing data that makes sense to everyday Minnesotans. She has added balance to the OSA’s data by requiring both percentages and raw numbers presented together, included inflation adjusted numbers when looking at data trends over time, and ensured that the raw data for each report is available on the website for any visitor to download.
Cannabis Legalization
Auditor Blaha supports cannabis legalization because inconsistent regulation of cannabis can lead to cannabis growers and distributors to be underbanked. Underbanking leads to disproportionate reliance on cash transactions, including paying taxes and government fees in cash. Cash transactions increase risk of error and fraud, so legalization would increase access to financial institutions and reduce these risks.
Abortion Rights
Auditor Blaha knows that health care includes access to abortion. Because health and human services are a significant expenditure at the local level, Auditor Blaha will protect the OSA’s oversight or data be used to spread misinformation or block local communities ability to provide their residents full access to health care.
Climate Change
Auditor Blaha knows that climate risk is investment risk. Auditor Blaha has been a leader in ensuring that the risks and opportunities resulting from energy transition due to climate change are accurately reflected in Minnesota’s investment decisions.
Forfeiture
Auditor Blaha advocated for the reduction of small civil asset forfeitures. As the OSA’s annual forfeiture report shows, seizures of property or cash valued at $1500 or less, before someone has had their day in court, have little impact on reducing crime, little impact on local budgets, but can have a devastating impact on low-income Minnesotans.
Pensions
Auditor Blaha works to keep Minnesota’s promises to public employees by not only protecting the fiscal integrity of their pension funds but also protecting their voice in how their benefits are structured.
Racial Disparities
Auditor Blaha knows that understanding longstanding racial disparities in housing, education, and employment hurt local communities. Auditor Blaha is committed to exposing disparities in the data and following the lead of community members to build solutions that work in their specific communities.
Local Control
Auditor Blaha knows that those closest to an issue are best to lead on solutions. An auditor needs to focus on sharing information, conducting oversight, and providing analysis to help local Minnesotans make the best decisions. But at the end of the day, if a local decision is legal and reasonable, the auditor needs to stand up for those decisions even if she may have personally taken a different route.
Moving the Office of the State Auditor Forward
Auditor Blaha Stabilized the Office by:
Rebuilding relationships across the state, particularly in rural Minnesota.
Increasing funding to reclaim work lost over the past 15 years.
Not only stopped the privatization of key state audit work, but moved it into union work by taking it on at her office.
She Connected Her Office to Minnesotans by:
Revamping the office’s communications from website to media interaction to the message.
Sharing complex financial documents in plain language.
Holding listening sessions around the state to connect the numbers to real people.
She Activated Her Office to Stand Up for the Decisions We Make Close to Home by:
Promoting forfeiture reform that reduces disparities in treatment during arrests.
Advocating for fair calculations that lead to strong public pensions.
Pushed to include climate change considerations in state investment strategy.
Amplified the need for stable local government funding.
Aiding in the prosecution of those who steal from our kids by embezzling school funds.
